Job Description

The incumbent in this position will be responsible for the highly technical work involved in developing Geographic Information Systems (GIS) deliverables and solutions for the Environmental Protection Office (EPO). Under the direction of the EPO GIS Manager, the individual implements standards and workflows to support the creation, maintenance, and distribution of geospatial data and cartographic products. The position provides technical expertise to EPO departments on geodatabase design, mobile data collection, and web-based GIS applications, and requires a strong understanding of GIS use in environmental permitting and stormwater management. Additionally, this role also assists the Environmental Resource Department (ERD) with accessing Tyler Technologies’ EnerGov software and extracting data to generate geospatial layers. The incumbent assists the EPO GIS Manager with GIS development, implementation, and coordination of GIS services across the EPO departments. Bachelor’s Degree in Geography, GIS, Geomatics, Geospatial Science, Cartography, Environmental Science, Physical Science or related field is required. A Master’s Degree is preferred. GIS Certificate or GIS Professional (GISP) certification preferred. At least three (3) years of experience in geomatics e.g. geospatial information applications, geospatial database management, geospatial/terrain analysis, cartography and mapping, applied spatial analytics, earth observations and photointerpretation image processing, GNSS and surveying, mapping, web GIS applications development, data visualization) or related fields is required, including proficiency in ESRI ArcGIS Pro for mapping and web services. This position requires experience with ESRI ArcGIS Pro for mapping and web service development; designing and managing geodatabases; working within an ArcGIS Enterprise/Portal environment; using ArcGIS Pro extensions such as Geostatistical Analyst, Spatial Analyst, and ModelBuilder; and developing scripts in Python, Arcade, SQL, and/or R. Experience with Tyler Technologies EnerGov is required. Experience with Trimble Cityworks, stormwater/drainage/permitting GIS data, and developing map visualization and symbology standards is preferred. Possession of a valid Florida Driver’s License is required. Must demonstrate excellent organizational and interpersonal skills. Must demonstrate proficiency utilizing commonly used computer software packages. Must have the ability to work a flexible schedule including evenings, weekends and holidays.
